This five-story office and retail building (with a basement parking level) located at the intersection of 1st Avenue and 12th Street is designed to complement the scale and character of the U. S. Courthouse across the street and to respect the surrounding Downtown Historic District.

The base of the building is a two-story arcade of local stone and architectural precast concrete panels echoing the tall arched courthouse windows across the street. Above the arcade, the 3rd and 4th stories include wide and tall windows set into a system of architectural precast columns and spandrels.
